The Australian Charities and Not-for-profits Commission (ACNC) has today released a new report, titled Measures in support of the not-for-profit sector – Indicators of Object 1(b) ACNC Act.
The ACNC was established in 2012 by the ACNC Act, which has the following objects:
- maintain, protect and enhance public trust and confidence in the sector through increased accountability and transparency
- support and sustain a robust, vibrant, independent and innovative not-for-profit sector
- promote the reduction of unnecessary regulatory obligations on the sector.
While the first and third objects are easily understood, the concepts stated in the second object are not explained in the ACNC Act, the Explanatory Memorandum or the Minister’s Second Reading Speech.
In consultation with the not-for-profit sector, the ACNC is seeking to understand the second object, which would allow the sector's progress to be measured over time. This is consistent with the Commissioner’s function of assisting the public to understand the work of the sector.
The new report discusses the landscape of the sector and the second object of the ACNC Act, and sets out potential measurements. The ACNC will consult with the sector to seek feedback on the measures in early 2019.
